Review Letter: Lord of Life Church <br />Page 2 of 4 <br />November 2, 1999 <br /> <br />Setbacks: The plan meets all building setbacks required by City Code. The site is <br />subject to screening and buffer setbacks (see Screening and Landscaping). <br /> <br />Utilities: The site is served by individual septic system and well. Any future expansions <br />will required connection to municipal sewer and water. The plans indicate the location of <br />future sewer and water pipes when the connection occurs. The submitted plan shows <br />both water and sewer utilities being expanded to the proposed addition and existing <br />building through Solstice Park. As noted on the plans, these utilities would need to be <br />extended from the cul-de-sac of Erkium Street on the north side of the park to its southern <br />boundary with the Church. Comments should be obtained from the Park Commission <br />regarding the impacts to the park resulting from this sewer and water extension. The <br />funding for this extension should also be discussed since this main extension would <br />provide benefit in differing degrees to the park and the Church. <br /> <br />The plan shows the watermain terminating approximately 500 feet west of T.H. #47. The <br />City will be extending the watermain to the west side of T.H. #47 in conjunction with the <br />T.H. #47 project anticipated for 2000. Connecting to that watermain would allow the <br />Church to be fed from two water sources, which would increase fire flows and system <br />reliability. <br /> <br />Access: No new accesses are proposed. The site currently has two accesses to Nowthen <br />Boulevard NW. <br /> <br />Architectural Standards: The proposed building expansion is 32 feet high. The <br />proposed exterior f'mish is a combination of face brick and stucco. The stucco f'mish is a <br />deviation from City Code, but in the opinion of City staff it meets the intent of the <br />regulations by providing an attractive, durable and maintenance-free exterior. The stucco <br />material will be subject to City Council approval. <br /> <br />Screening and Landscaping: Where any non-residential use is adjacent to residentially <br />zoned/used property, City Code requires the non-residential use to provide a landscaped <br />area along all streets and areas separating a non-residential use from a residential use. <br />This landscaped area must be kept clear of all structures, storage and off-street parking. <br />The non-residential use is required by City Code to provide screening and a 40-foot wide <br />buffer. No screening is required where a non-residential use or parking lot is across the <br />street from a residential zone on the side of the subject property building considered to be <br />the front. Screening may consist of vegetation, berms or decorative fencing. <br /> <br />In the case of the subject property, the church is a non-residential use and the surrounding <br />properties have either residential zoning or uses. There are many existing trees on the <br />property which adequately screen the church from view of the surrounding houses. Staff <br />does not find additional screening is required. Also, the plan provides a 40-foot <br />landscape buffer from all property lines. <br /> <br /> <br />
