Case #6: Receive Recommendation for Appointments to Charter Commission <br /> <br />Administrative Services Manager Pruitt Hottinger stated that the current terms of four Charter <br />Commission members expired on May 12, 1999. Two of the commissioners, Judy Marn and Jay <br />Swokoski, are ineligible for reappointment because they have served two terms. The other two <br />commissioners, Ken Peterson and Susan Anderson, are eligible to serve another term and both <br />have indicated that they are willing to do so. Typically, reappointment questionnaires are <br />distributed three months in advance of the member's anniversary date. Three months prior to <br />May was the period when the Administrative Services Manager position was vacant, and the <br />process, unfortunately, was not addressed until very recently. Reappointment questionnaires <br />have recently been provided to Mr. Peterson and Ms. Anderson, but have not been received to <br />date. Staff anticipates brining the reappointment questionnaires for Council review on October <br />26, 1999. Ms. Pruitt Hottinger reviewed the policy adopted by Council in 1996, for appointing <br />commission members. <br /> <br />Mayor Gamec suggested posting the vacancies and advertise them. <br /> <br />Consensus was reached to post the vacancies in the Ramsey Resident for four positions with an <br />application deadline the end of November. <br /> <br />Councilmember Connolly questioned if they are going to start allowing Councilmembers being <br />members of a commission. <br /> <br />Councilmember Anderson replied that Councilmembers currently are members on commissions. <br /> <br />Councilmember Hendriksen suggested that the review committee be made up of the City Council <br />less any member seeking appointment to the Charter Commission. <br /> <br />Councilmember Zimmerman stated that he would like to see the Commission serve as the review <br />board and have them make a recommendation to the City Council. <br /> <br />Councilmember Anderson inquired what would happen if the Council did not want to appoint the <br />person recommended by the Commission. <br /> <br />Councihnember Zimmerman replied that the Council would receive all applications for review, <br />but the Commission would give their first and second choice. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Anderson, to post four Charter <br />Commission openings in the Ramsey Resident and the Anoka County Union with an application <br />deadline of the end of November. <br /> <br />Motion carried.
