SEVENTH PLACE SUITE I00
SAINT PALIL, MN 55101-2887
651-223-3000 FAX: 651-223-3002

October 15, 1999

OCT 1 8 1999

SPRINGSTED
P~dolic _Finance Advisors

Mr. James E. Norman, City Administrator
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303-6197

Dear dim:

Last month, you asked Springsted to propose alternative scenarios to the Fiscal Impact Study
that we recently prepared for the City...This Study provided long range revenue projections
based on development assumptions supplied by City staff. The Study indicated that the
projected impact of growth would cost a Ramsey resident, on average, $7.69 per year

The City Council has expressed an interest in looking at some scenarios that would "close the'
gap" such that additional growth experienced by the City would not have an added cost to City
residents. Based on discussions with the analyst who prepared the Study and further
discussions with you, I think it would be helpful for us to identify different scenarios in
consultation with the City's planning consultant. These scenarios would be presented to the
City Council, and the Council could decide which of these scenarios it would like Springsted to
run as well as to identify any other scenarios the City would like us to run.

As you will recall, our original work plan contained a cost of $2,500 to run each additional.
scenario on the model created for the City's Fiscal Impact Study. If you would like Springsted
to proceed with the development of alternative scenarios as outlined in this letter, please let
me know.

Sincerely,

· Klumpp, Vice President
Client Representative

mlp: Ramsey7.doc ....
cc.: Susan Mershon, Springsted

SAINT PAUL, MN · MINNEAPOLIS, MN..
