Ramsey Redevelopment Planning
Workshop Two Summa~
Page 6

provide clear direction to the City when beginning a redevelopment plan for Highway 10. It was
suggested that the Northstar Corridor Authority present its study findings to the Planning Commission
dur/ng a work session as soon as the study is available to the public.

The commission also inquired as to the name of the project. It was determined that the task force should
work on coming up with a name for the project as one of the first steps.

Next Steps

Tim consultant presented the next steps of the project, phase two. Phase two will be led by a task force
(described below). There will be a minimum of three more workshops. The first will be focused on
introducing the task force to the project, presenting an industrial market overview, presenting finance
tools, defining the study area boundaries, and beginning to explore the possibilities of the area. The
second task force meeting will involve presentation and evaluation of various concepts for redevelopment
of the area and convergence on one preferred approach. The third workshop will focus on implementation
strategies and approaches. The final report should be done towards the end of November. It was noted
however, that depending upon how well things go with the task force, additional meetings may be needed
and would thus delay the report.

The Task Force

The consultant briefly explained that the role of the task force is to provide community input into the
redevelopment process. They are to help guide the consultants in formulating a redevelopment plan that
serves the communities interests. The task force should consist of 8 to 10 persons representing City
officials, landowners, business owners and citizens at large. They will meet at least three times between
August and November.

Brief discussion ensued regarding the mix of the task force. The following breakdown was suggested:
· One City Council Representative

· Two Economic Development Authority Representatives

· Two Planning Commission Representatives

· The remainder comprised of landowners, business owners, and citizens at large.

It was also suggested that business persons in retail and banking be considered for the task force. The
City could look to the participants in the comprehensive plan meetings as citizens who are interested in
the community's development and would be willing to commit time to this project.

The planning Commission suggest Leo Anderson and Ctu:is Dempsey as the primary task force members
with Joe Wivoda as an alternate.

Staff will coordinate establishing the other task force participants. Once the task force has been assembled
a date will be set for Workshop Three with a tentative target date of August 26~' at 6:00 at City Hall.
