EDA # ~

PROPOSED LAND OFFER FOR
ANOKA-HENNEPIN TECHNICAL COLLEGE NEW FACILITY
By: James E. Norman, City Administrator

Background:

The EDA is aware, the Anoka-Hennepin Technical College (AHTC) received a $400,000
appropriation from the Minnesota Legislature in the 1998 session to prepare a regional academic
and facilities master plan and pre-design the facility needs for the college. The completion of the
study will result in a recommendation to build a new facility and be included in the Minnesota
State Colleges and Universities Board (MnSCU) request before the 2000 Minnesota Legislative
session.

A document prepared February 17, 1999, entitled AHTC FACILITY INFORMATION outlines
the benefits and obstacles to the primary four sites identified for the renovation or building of a
new technical college. Included, as part of the document, is the offer for 40 acres of land by the
City of Ramsey adopted by resolution on February 9, 1999 (see attachment). However, the
AHTC FACILITY INFORMATION document states that the "City of Ramsey plans to donate
approximately 80 acres to accommodate the college needs".

It appears that a site determination will be made the week of March 8, 1999, because an Al-ITC
General Advisory Committee and Foundation Board meeting will be held on March 10, 1999 to
make a recommendation on site selection. This information will be relayed to the MnSCU Board
of Trustees who will be holding a meeting at the AHTC auditorium on Thursday, March 11,
1999.

Observation:

With the apparent conflict between the amount of acreage offered by the City of Ramsey for a
new AHTC facility and the amount of acreage stated in the AHTC FACILITY INFORMATION
document, there most certainly will be questions raised to what the actual mount of acreage will
be made available for new facility. Staff is of the opinion that the City should not offer more
than the already offered 40 acres for new AHTC facility. The EDA may consider discussion of
making more land available, at cost, for future expansion or other technical college needs.

Authority Action:

Based on discussion.

Reviewed by:

Community Development Director
Community Development Assistant
Economic Development Consultant

Attachments

EDA:3/9/99
