February 4, 1999 <br />Mr. Clifford Korkowski <br />Page 2 of 2 <br /> <br />Additional sagacious reasoning for the location in the proposed Ramsey site is the desirability to <br />continue to offer technical college education on a regional basis. Demographic studies show a <br />continuing trend of an increasing student population coming fi-om the north and west through the <br />year 2025. The rationale behind relocating the new technical college facility into Ramsey clearly <br />outweighs consideration to expanding at the current AHTC site. <br /> <br />The Ramsey City Council authorized condemnation of a 149-acre site during the January 12, <br />1999 meeting. Planning for the designated area includes a mixed use of industrial development, <br />commercial development, higher density housing and the area which would be set aside for <br />utilization of MnSCU to build a new technical college. I have attached a memorandum fi-om the <br />City Engineer discussing transportation, sanitary utilities, wetlands, soils, and drainage issues for <br />your review (memorandum attached). A resolution has been prepared for Council consideration <br />on February 9, 1999, which would offer enough land to MnSCU in consideration for the siting <br />of a new technical college at no cost. The City's efforts to acquire the 149-acre site will not be <br />contingent upon the offer of land for the technical college relocation, because the City has a <br />critical need for its industrial expansion regardless of the MnSCU efforts to construct a new <br />technical college.
