EDA # ~

RAIL INDUSTRIAL PARK CONCEPT
By: James E. Norman, City Administrator

Background:

In 1996, the City, along with Anoka Electric Cooperative (AEC), was in the process of
discussing the purchase of a 56.7-acre parcel of property described as the Royal Concrete
property owned by the L. W. and Diana M. Makens (map of property attached). City files show
discussions of the property up through early 1997; however, staff is unable to determine why the
negotiations terminated. A gmat deal of interest in the property has surfaced recently to potential
industrial users who would require rail access. The City's Community Development Department
and Economic Development Consultant have been in contact with property owners to determine
interest in selling the property, as well as meeting with potential users to determine further
interest in the property.

Discussion Item:

Staff will discuss the concept of developing the property owned by the Makens in regard to its
potential for redevelopment as a rail industrial park.

EDA Action:

Based on discussion.

Reviewed by:

Copies also distributed to:

City Administrator

Community Development Director
Community Development Assistant
Economic Development Consultant

EDA:04/13/99
(Attachment)

'7
