Memo

To:

From:

Date:

Economic Development Authority (EDA)

Community Development Assistant Sean Walther

April 8, 1999

Staff Updates

Economic Development Authority Members Term Limits Update:

The City Council held a work session on March 15, t999 regarding the Economic
Development Authority, and discussed the issues of the EDA Budget, pay for EDA
members and term limits at their regular meeting on March 23, 1999. At the March
23 regular meeting the City Council approved the EDA Budget (see below for more
details), approved pay for EDA members, and approved a modified staggered term
schedule.

The modified term schedule is as follows, with terms ending on December 31 of each
year and the first term expiring on December 31, 1999:

Chris Riley (6 years), Lydia Scheiber (6 years), David Kent (5 years), Councilmember
Gerald Zimmerman (4 years), Councilmember Natalie Haas Steffen (3 years),
Kenneth Wagner (2 years) and Glen Hardin (1 year).

Budget Update: City Council approved the Economic Development Authority budget
as one lump sum, without the line items. City staff will amend the budget at the end
of the year to reflect by line item the actual areas of expenses. There were some
questions raised as to the accuracy of the line items (that they may be outdated), but
the Council did not wish to prolong the City's budget approval process any further.

Development Negotiations: In recent work sessions the City Council has directed
the City Administrator and development team to be more conservative when offering
incentives to prospective businesses, and to concentrate on businesses that
contribute more to the City in the way of creating more and better paying jobs,
developing attractive buildings, etc.

North Suburban Home Improvement Show: over 900 people attended the Home
Improvement Show to the delight of the 49 participating vendors and City
representatives. The Anoka Area Chamber of Commerce had a successful
fundraiser selling concessions, some of the seminars were well attended, and kids
