Ramsey Redevelopment Planning <br />WorKshop Two Summary <br />Page 2 <br /> <br />Evaluation of Redevelopment Areas <br /> <br />The consultant presented a matrix used to evaluate the various redevelopment areas with the goals <br />established during workshop one (see attached project evaluation chart.) The consultant also presented <br />several other criteria used to evaluate the various redevelopment areas. These criteria include: <br /> <br />· Existing and Potential Property Values <br /> <br />· Ownership Issues <br /> <br />· Marketability...titte issues <br /> <br />· Physical Development Costs and Infrastrncture Availability <br /> <br />· Future Land Use Plan...draft comprehensive plan <br /> <br />· External Forces...development pressures <br /> <br />The consultant reviewed the six areas that were chosen for further evaluation during workshop one. The <br />six areas are identified by the attached general location map and were evaluated as follows: <br /> <br />Area #1 <br /> <br />?rez'e~tatioJ~ of.4rea J <br />The consultant described area 1 as the commercial node at St. Francis Boulevard and 167th Avenue. The <br />consultant indicated that this would be a difficult redevelopment project, as it would not provide a great <br />level of community benefit or economic return. Its image is one that can be dealt with through site <br />improvements and landscaping rather than full-scale redevelopment. Because the commercial area serves <br />a low-density area, its marketability as a commercial node is limited and therefor redevelopment options <br />are limited. While the area appears to have a high turnover in tenants, a few key anchors have been <br />relatively stable and the area is generally well maintained. <br /> <br />The consultant suggested that this area would not be a good redevelopment project for phase two of the <br />study. However, the City should monitor the condition of the area and be prepared to intervene should <br />conditions deteriorate and vacancies rise. <br /> <br />Discussion <br /> <br />Little discussion occurred regarding Area 1. <br /> <br />Area #2 <br /> <br />Presentation of Area 2 <br />The consultant described the second area as the site of Ken's Automotive. Redevelopment of this site <br />was suggested largely because of the unsightliness and environmental concerns of an automobile repair <br />shop. In reviewing the area, the consultant pointed out the vacant land south of the business at the <br /> <br /> <br />
