Evaluation Process <br /> <br />Each Committee member will receive copies of all proposals to review prior to the regular Park <br />and Recreation Commission meeting in February. After the applicant's presentation to the <br />Commission, each Committee member will assign a ranking to the projects. The rankings would <br />be added then divided by the number of voters to determine the initial ranking. At this point, the <br />Committee will undertake a discussion to ensure that the resultant rank of the project does indeed <br />fit the City's need. This collective review may allow_ for a re-vote of all of the project or an <br />agreement to modify the scope of the program or the available dollars to ensure the City receives <br />the most benefit for its effort. <br /> <br />Project Report and Award <br /> <br />After notification of a successful application, the Commission, and/or Staff, will establish the <br />projects reporting requirements. In most cases this will be a brief written report and will require <br />a personal appearance at a Commission meeting after completion of the project. Documentation, <br />such as pictures of the various stages, may be desired by the Commission for use in promoting <br />this program. Upon successful completion of the project and the report, the City will issue a <br />check for reimbursement. In some cases, materials may be purchased directly by the City. <br /> <br />APPLICATION AND PROCEDURE <br /> <br />There are four primary elements to this application. The first component of the application is the <br />qualifying criteria. Proposers must answer the qualifying criteria in the affirmative to be <br />considered further. For purposes of Qualifying Criteria Statement Number 4, the 1998 volunteer <br />monetary rate is $7.00 per hour. <br /> <br />The second is a written narrative. This should speak to the project's expected outcomes and <br />describe how it meets with the qualifying criteria. <br /> <br />The third part of the application is a written response to the project considerations. Desirable <br />responses to these considerations could be viewed as "bonus points". As with any area of this <br />application, a particular order does not represent priority or funding preference. <br /> <br />The final, and an important element of this application, is the project presentation before the <br />Commission. It will be viewed as extremely helpful to visualize the project (or problem) through <br />photos, sketches, or to have a "sample" on hand of what the Commission's participation will <br />facilitate. When possible, these exhibits should be provided to the Commission with the <br />application itself. ? 7 <br />The deadline for receiving requests for projects proposed for 199~ is 5:00 p.m., January"2~, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, MN.
