November 9, 1998 Draft <br /> <br /> Park and Recreation Policies <br /> It is the policy of the City to: <br /> <br /> I. Continue to coordinate planning efforts with the Mississippi National River and Recreation <br /> Area program on establishing a regional trail along the Mississippi River that includes rest <br /> areas, scenic overlooks, and interpretive stops. <br /> <br /> 2. Construct or redesign neighborhood parks as needed over time with resident's input to better <br /> serve their needs and create neighborhood ownership of parks. <br /> <br />..3.. Develop a process to improve use and efficiency of under-utilized or ineffective park parcels. <br /> <br /> 4. Cooperate with school districts to develop and maintain joint-use school-park facilities. <br /> <br /> 5. Continue to expand safe and convenient on and off road trail systems, which interconnect <br /> schools, parks, community recreation facilities, neighborhoods and other community activity <br /> centers, <br /> <br /> 6. Continue to acquire land and right-of-ways along Trott Brook for a regional hiking trail. <br /> 7. Take advantage of opportunities to tie into surrounding community's park and trail plan. <br /> 8. Rename ditch 66, and continue acquiring land along it for an important trail system link. <br /> <br />9. Create a separated and landscaped paved trail along planned parkways of Industry Avenue <br /> and 153rd Avenue. <br /> <br /> 10. Encourage parkland dedication of areas within the proposed greenway corridor. . <br /> <br /> I I. Promote use of conservation easements, land trusts, transfer of development rights or other <br /> unique tools to retain areas of significant natural resources in the City open space inventory. <br /> <br /> 12. Require cash in lieu of parkland dedication for subdivisions in rural areas unless the park <br /> dedication includes lands within the greenway system. <br /> <br />13. Continue to create separated paved trails on high traffic roads as opportunity arises. <br /> <br />14, Employ standards that meet the Americans with Disabilities Act for all public and priv. ate <br /> trail facilities. <br /> <br />15. Update the Comprehensive Park, Open Space and Trail Plan to provide direction in future <br /> parkland acquisition and development. <br /> <br />16. Study the need for a community center that would provide a variety of recreation activities <br /> (other than just athletics) for people of ail ages, ethnicity and abilities. <br /> <br />17. Continue to coordinate park and recreation planning with neighboring governmental <br /> jurisdictions. <br /> <br />18.
