Case #3: Modifications to the Economic Development Authority <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:18 p.m., in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamee called the public hearing to order at 7:18 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Sherman stated that the City Council, in its capacity <br />as the Economic Development Authority (EDA), held a joint meeting with the Economic <br />Development Commission (EDC) on September 14, 1998. The purpose of the meeting <br />was to discuss the goals, priorities, and action items that the Commission had developed. <br />Following discussion, the EDA and EDC agreed to merge into one body to provide a <br />more focused and fulfilling role for the members. Ms. Sherman explained that staff has <br />completed research regarding the existing Enabling Resolution and the process for <br />modifying the make-up of the EDC.:: The Enabling Resolution that was adopted in <br />December 1991, specifically designated City Councilmembers as EDA Commissioners. <br />In order to change the membership and to more clearly define the powers and duties of <br />the EDA, staff proposes rescinding Resolution #91-12-262 and adopting the proposed <br />resolution to reflect the changes discussed by the EDA and the EDC. Ms. Sherman noted <br />that two Councilmembers have to serve and that the EDA calls for at least five members <br />but it could be seven. <br /> <br />Citizen Input <br /> <br />None <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to close the <br />public heating. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman. Voting No: None. <br /> <br />The public hearing closed at 7:20 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular portion of the City Council meeting back to order at <br />7:20 p.m. <br /> <br />Discussion ensued relating to seven versus five members. It will be advertised that the <br />City is forming this authority and that we would like a citizen to serve.
