Reason stated: Because of the <br />non-appointments of current commissioners, not at all because of any of the new <br />appointments. <br /> <br />4) Consider Negotiated Proposal Increasing City Contribution to Employee <br /> Health Care Coverage <br /> <br />City Administrator Norman stated that the Personnel Committee discussed the increase of <br />the City's contribution toward the increase in family health coverage but did not come to <br />an agreement. Staff's recommendation was to have the City pay for 50% of the increase. <br /> <br />Mayor Gamec reported that a motion was made at the Committee level for a 25% <br />contribution, however, the motion did not pass. <br /> <br />Councilmember Haas Steffen stated she has a problem with employees receiving a cash <br />benefit if they are able to waive single coverage. She is concerned with how much this <br />costs the City and she felt we need to send a message to the Union that this should not <br />continue and if the City agreed to only pay 25%, that might give the Union cause to think <br />about this situation. She realizes that the City is unable to negotiate on that issue at the <br />present but when it is allowed, she feels something should be done about it. <br /> <br />Councilmember Zimmerman commented that any corporation or place of business had <br />better realize that their employees are their greatest asset. If we do not retain good <br />employees, we will not be in a very good position. <br /> <br />Mayor Gamec suggested this issue could be dealt with when there~ are new hires, <br />however, he felt that it is a benefit that would be hard to take away fi.om the current <br />employees. <br /> <br />Councilmember Haas Steffen disagreed. Staff needs to go to the Union and discuss this. <br />This type of benefit is not being given anywhere else. She added that she would rather <br />see a salary increase instead of a cash benefit for waiving insurance. <br /> <br />Councilmember Beyer suggested that HMO's are way out of line with what they charge <br />and that's really where the problem is. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to <br />authorize amendments to the AFSCME and LELS labor contracts to increase the <br />employer contribution to family health care coverage to $389 per month. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer, Zimmerman and Beahen.
