At the regular Park and Recreation Commission meeting in May, the
Commission ranked the names, choosing "Elmcrest" Park pending Staff verification of some
historical documentation of the "Elmcrest" name. If there was no historical reference, the second
choice was Oak Brook Park. The Community Development Assistant researched the information
further and the Commission received a copy of a letter from the property owner explaining the
history.

Motion by Commissioner Asfahl, seconded by Commissioner Rolfe, to recommend that City
Council name Community Park #5 "Elmcrest" Park.

Motion carried. City Council, Commissions, and Staff have noted that their function is essentially
that of a sidewalk. This fact suggests that developers should be constructing these trails as part
of ar~y subdivision. In order to provide for this, a policy is needed to determine several things.
CUrrently, Staff is researching how thirty other cities are addressing this issue. The case will also
be reviewed for recommendation by the Planning Commission. The results of both
Commissions examinations will be forwarded to City' Council for policy adoption.
