OVERVIEW <br /> <br /> The following is a summary of the discussion notes resulting from the Joint <br />Planning Commission and Park & Recreation Commission Special Meeting held on <br />Tuesday, April 18, 2000. The purpose for the special meeting was to respond to <br />the City Council's request that the two Commissions engage in further discussion <br />relating to proposed ordinance 9.50.50 (construction of improvements), subdivision <br />2(a)(1) relating Stage One Improvements, incorporating a new subdivision (o) <br />entitled "Sidewalks." <br /> <br />II. DISCUSSION NOTES <br /> <br /> Based on discussion on the March 14, 2000 City Council meeting, the City <br />Council sent the proposed ordinance back to the Planning Commission and the Park <br />& Recreation Commission for.further refinement, requesting a more "in-depth" <br />analysis of issues such as (i) responsibility for sidewalk maintenance; (ii) snow <br />removal; (iii) appropriate location; (iv) construction material; and (v) appropriate <br />width. <br /> <br /> The Planning Commission and Park & Recreation Commission reached a <br />general consensus that the issue before us was to outline the provisions of an <br />ordinance relating to the installation of sidewalks in new residential subdivisions <br />within the Metropolitan Urban Service Area ("MUSA"). This focus excluded trails <br />which are outlined in the existing trail map for the City, and further excluded <br />commercial development and any residential development outside of the MUSA. <br /> <br />With respect to the construction standard applicable to sidewalks, the Joint <br /> <br /> <br />
