Memorandum to Sylvia Frolik/City of Ramsey
City of Ramsey
April 20, 2000
Page 3

case basis (such as to provide for local community connection to an existing or
planned park and trail path).

No consensus was also reached on whether the sidewalk should be
placed on one side of the residential street or on both sides of the residential street.

4. Construction Material. A consensus was reached that the
construction material for sidewalks should be concrete.

5. Width. A general consensus was reached that the standard sidewalk
width would be five feet.

6. Funding. A general consensus was reached that the developer would
be required to fund the cost of the installation of the sidewalk and would not be
given any credit for park dedication or trail fees. The view of the Planning
Commission and the Park & Recreation Commission was, generally (with a few
exceptions) that the sidewalk would add sufficient value to the property to enable
the developer to recover a significant portion of the cost of installation through
increase in property value and lot sale.

I!1. SUBCOMMITTEE - OBJECTIVES

The Planning Commission and Park & Recreation Commission established a
sub-committee consisting of, with respect to the Planning Commission, Chris
Dempsey and Joe Wivoda and, with respect to the Park & Recreation Commission,
Steve and Mr. Rolfe.

The subcommittee was directed to meet for the purpose of preparing a
revised ordinance for sidewalks meeting the criteria requested by the City Council
as well as preparing recommendations on peripheral issues relating to the sidewalk
development standards which are not appropriate to be incorporated into an
ordinance. To facilitate the process, City staff was directed to obtain a copy of the
Prior Lake subdivision ordinance relating to sidewalks as well as to obtain excerpts
from the Comprehensive Plan in several communities including Lakeville, Eagan and
Champlin.

MRN/rp
32961711
