Relative to maintenance, it was noted that the roles of Commissions are usually
limited to deveIopment issues, with maintenance addressed by City Council
each year as part of the annual budget.

At the conclusion of the meeting, it was agreed that a committee of two
Commissioners representing each Commission would continue to examine the
various aspects of a sidewalk ordinance, including maintenance.
Commissioners Steve Ostrum and Mike Rolfe will represent the Parks
Commission, with Chris Dempsey and Joe Wivoda representing the Planning
Commission. (Michael Nixt is an alternate for the Planning Commission.) The
committee will meet following the regular 6:00 P.M. Park and Recreation
Commission meeting of May 1 t, 2000. It should be noted that this is the first
of the Park Commission's outdoor meetings for the year and it is scheduled to
be on the east shore of Lake Itasca, adjacent to the trail.

For this meeting, staff will attempt to have sidewalk policies from other cities
for examination as it relates to issues identified in this memo. The Committee's
recommendations will be acted upon by both Commissions before returning for
Councils consideration. This may occur as soon as the first meeting in June.
