Parks/Utilities Supervisor Boos noted the invitation of the Planning Commission to participate in <br />a joint meeting on Tuesday, April 18, 2000, starting at 6:45 p,m. <br /> <br />Parks/Utilities Supervisor Boos distributed information about a sidewalk ordinance which will be <br />the primary topic for the joint meeting plus other issues. <br /> <br />7) Traprock Commons Vandalism Letter / Cub Scout Request <br /> <br />Parks/Utilities Supervisor Boos advised of a letter received about vandalism concerns at <br />Traprock Commons and a request for the City to consider allowing a building or structure on the <br />park property to allow for CUB Scout storage. <br /> <br />Commissioner Asfahl asked if the building would be rented out. Parks/Utilities Supervisor Boos <br />stated he thinks the request is for a rent free use. He advised of the City's policy restricting <br />storage of such items, except for the Youth Association. <br /> <br />Commissioner Rolfe stated concern with deviating from the City's standard policy since it may <br />result in more requests. Commissioner Asfahl agreed and noted there may also be a liability <br />issue. <br /> <br />Commissioner Droegemueller stated Boy Scouts usually have storage trailers that are parked on <br />personal property so he is unsure why they are making this request. He noted if it is a new Scout <br />group that does not have a trailer, they could approach the Ramsey Lions for' funding so a trailer <br />could be purchased. <br /> <br />Parks/utilities Supervisor Boos read a portion of the letter indicating they have all the building <br />materials needed and will provide the labor but need a location to place the building and in return <br />they will provide landscaping and park clean up. <br /> <br />Commissioner Asfahl suggested the Equestrian Club be approached to see if they would consider <br />a joint use of their building to accommodate this storage need. <br /> <br />Parks/Utilities Supervisor Boos noted an option through the site plan approval process for self <br />storage business' to consider a requirement that they contribute one unit for volunteer groups at a <br />reduced rate. He noted the City usually does not want to compete with a service being provided <br />by the private sector. <br /> <br />Chairperson Cook stated if a group is involved in providing and promoting activity for youth of <br />the community, he believes it should be looked at how it can be accommodated. He noted that <br />earlier the Commission discussed the "Adopt a Spot" program and this could be that type of <br />activity. He noted the need for additional information on this request before a decision can be <br />reached. <br /> <br />Commissioner Ostrum suggested a legal opinion also be obtained. <br /> <br />Park and Recreation Commission/April 13, 2000 <br /> Page 7 of 8 <br /> <br /> <br />
