3) City Council regular meeting minutes dated April 27, 1999. <br />4) City Council special meeting minutes dated May 3, 1999. <br /> <br />COMMISSION BUSINESS <br /> <br />Case#l: Begin Review of the Parks Five-Year Capital Improvements Program <br /> (C.~.P.) <br /> <br />Parks/Utilities Supervisor Boos stated that each year, beginning in June, the Commission <br />examines the Five-Year C.I.P. for modifications and additions. This process includes a public <br />hearing in summer or fall, with City Council's Finance Committee receiving the Commission's <br />recommendations thereafter. Mr. Boos explained that throughout the year, whenever a <br />significant park improvement is requested, staff notes the request and also invites that person or <br />organization to make a presentation to the Commission. Mr. Boos stated that earlier this spring, <br />a few local youth proposed that a skate board park be considered, noting that there are a few <br />cities that now have skate board parks. <br /> <br />Chairperson Cook questioned what the liability would be on a skateboard park. <br /> <br />Mr. Boos responded that he is researching that information through City of Anoka Parks <br />Department, they have such a facility. <br /> <br />Mr. Boos reviewed the current Five-Year Park Capital Improvement Program. <br /> <br />Commissioner LaMere questioned if the Community Center should be included in the CIP. <br /> <br />Mr. Boos replied that the project would not be funded solely by park funds so he does not think it <br />needs to be included in the Commission's CIP request. He added that projects for the year 2004 <br />will need to be added to the CIP and noted that the plan will be adjusted based on projected <br />dollar availability. <br /> <br />Commissioner Rolfe suggested including significant trail projects in the CD. He questioned if <br />there is a program for replacing outdated park equipment. <br /> <br />Mr. Boos answered that there is a program where the City depreciates the equipment over a <br />varying life span. In the case of play equipment it may be 20 years. <br /> <br />Commissioner Rolfe questioned if they should include replacing park equipment in the CIP. <br /> <br />Mr. Boos replied that they should be looking at the depreciation funds to see what is available. <br />He noted that bleachers may need to be retrofitted to meet new codes. <br /> <br />Park and Recreation Commission/June 10, 1999 <br /> Page 2 of 3 <br /> <br /> <br />
