Burns <br />14391 Potassium St. NW <br />Ramsey, MN 55303 <br /> <br />Dear Timothy: <br /> <br />This correspondence is intended to address concerns detailed in your letter I received on July 26, <br />1999, which included a request for response and forwarding to City Council. The following <br />summarizes the response to the attached letter. <br /> <br />The letter states that the 1999 field maintenance was shabbier than any of the t~rior seven years. <br /> <br />In 1995, the City increased the level of service to the Ramsey Youth Athletic Association <br />(RYAA) with the addition of a park keeper stationed at Central Park each weekday. His primary <br />activity was softball, baseball and soccer field maintenance. In 1996, this commitment was <br />increased to two individuals, and continued into 1999. For 'each day we had notice there would <br />be a game, the ag lime infield was drug with our ballfield maintaince machine and the infield <br />striped with chalk. ~ <br /> .,. <br /> <br />Since 1995, the hours spent on service to RYAA has steadily increased. In 1997, 1,638 hours <br />were extended solely for athletic field maintenance. This represents 13% of the entire year's <br />total activity for all persons serving the utility and park functions, and does not include mowing <br />of ball field development. The 1999 dollar estimate for labor related to RYAA field maintenance <br />(not including equipment, fuel, materials and overhead) is $15,560. <br /> <br />Relative to the fields being "very rarely ever marked or raked," the only instances where the <br />fields were not maintained on a daily basis were on a rain day. Because the park-keeper's hours <br />are from the afternoon into the evening, if the rain subsided, leaving the fields in playable <br />condition, they were drug and limed at that time. <br /> <br /> <br />
