$20,000 budget would probably not provide for all of the grading needs, and a few thousand dollars <br />would be necessary for the survey work. <br /> <br />Commissioner Johns inquired when this investment would take place. <br /> <br />Park/Utilities Supervisor Boos stated he believed this would not occur until the year 2000. He explained <br />that the City Council members Here relatively new, and in the process of learning about the C.I.P. <br />program, as well as balancing the other City projects. He noted in light of this, it would be good to have <br />the City Council review a five-year C.I.P. plan, with hopes that they would adopt the 2000 plan, to allow <br />the proposed projects to be organized during the wintertime. <br /> <br />Chair Cook inquired if the City Council might approve the entire C.I.P. plan, however, only commit to <br />the year 2000 plan. <br /> <br />Park/Utilities Supervisor Boos stated this was correct. He pointed out, with the exception of the prior <br />year, the Council had adopted the Park and Recreation Commission's five-year C.I.P., and then <br />specifically identified the funding source for the first year. He explained that as each project comes <br />forward, they would provide the background information, justify the project, present the proposed <br />budget, receive approval, obtain bids and commence the work for that year only. <br /> <br />Park/Utilities Supervisor Boos provided a review of the year 2000 C.I.P. plan. He stated the first item for <br />consideration was Solstice Park, and the major project proposed for this park would be the irrigation. <br />He stated additional projects were a horseshoe/washer pit, volleyball court, and access signage. He <br />noted landscaping was very necessary in this park, due to the sandy consistency of the soil. He stated it <br />was hoped that this park would be expanded to the east, when the land adjacent to Highway 47 is <br />developed, and this area would probably be utilized for a ball field. <br /> <br />Park/Utilities Supervisor Boos stated that irrigation of the park was an expensive consideration. He <br />commented that the irrigation cost for Emerald Pond Park had been approximately $28,000, and'-that <br />$30,000 to $40,000 could be necessary for Solstice Park. He stated the Commission had recommended <br />this project proceed prior to the previously proposed irrigation of River's Bend Park, based upon their <br />observation that the turf was in very poor condition. <br /> <br />Park/Utilities Supervisor Boos stated the next item for consideration was the acquisition of property <br />located to the west of Sunfish Lake Shoreside Park, which would be funded by the Water Management <br />Fund Bond. He noted this property contained an abandoned building that is owned by Waste <br />Management. <br /> <br />Park/Utilities Supervisor Boos stated staff was currently working with consultants and others, in <br />attempting to obtain a storm water utility for this property. He explained this proposal would be funded <br />similarly to the street lighting fee, paid by all residents, wherein it was presumed that all residents in the <br />City drive, and therefore, all residents benefit from street lighting, and the cost for the ~treet lights is <br />divided among the residents. He explained that the cost of the five-year plan fbr all storm water <br />projects, including interest, would be added, and this fee would go into the Water Manhgernent Bond <br />Fund.
