Written comment provided by absent Commissioner Rolfe: "I strongly agree with staff's recommendation, we must collect park fees from lot splits. Motion by Commissioner Johns, seconded by Commissioner Droegemueller, to recommend the Planning Commission amend the subdivision ordinance to provide for park dedication for multi-unit projects. Motion carried. Voting Yes: Chair Cook, Commissioners Johns, Droegemueller, Asfahl, and Ostrum, Voting No: None. Absent: Commissioners LaMere and Rolfe. Commissioner Cook stated that a dwelling unit is a dwelling unit without regard to whether it is urban or rural, or an attached dwelling. Case #4: Review Emerald Pond Park Development Plan Parks/Utilities Supervisor Boos stated that the purpose of the case is to address the completion of the pergola and associated landscaping at Emerald Pond Park. He stated the park has received approximately 250,000 of improvements, to date. He stated the last project, which commenced a year ago, was the pergola located on the north side of the park. He stated staff proposes to improve the area, which at present is somewhat stark. He provided the Commission with a plan of the proposed improvements. Park/Utilities Supervisor Boos stated he was proposing a fountain to be located in the center of the pergola, which would be very attractive as well as vandal resistant. He stated the fountain would provide a seating area for park visitors, and would assist in mitigating any urban noise. He stated a rheostat would be utilized to control the water volume of the fountain, and the water would run out from the artificial creek bed, go underneath the path, and exit into the existing pond. He stated this process would not re-circulate the water, which in time it would cause evaporation, and pose some maintenance problems, but would use the actual pond water which would provide an irrigation function, and would never mn out of water. Park/Utilities Supervisor Boos explained that trees would be symmetrically placed to align with the curvature of the pergola, which will be a lattice structure, and perennials and shrubs would be planted between the trees. He stated the fountain tank will be made of stainless steel, and would last for a very long time. Park/Utilities Supervisor Boos stated there is approximately $27,000 remaining in the Emerald Pond Park budget that was identified indirectly for this project, and based upon an estimate he had obtained, the cost of the proposal would be approximately $26,000. Park/Utilities Supervisor Boos stated staff requests, based upon the Commission's discussion, that the Commission recommend that this proposal move forxvard as soon as possible. He stated the bidding process might begin in 1999, however, the construction will not occur until the year 2000. He stated that Emerald Pond Park was very well utilized, and he believed that each of the neighborhood parks should be somewhat unique, rather than simply green-space within a group of housing.
