events will be investigated by City staff. If it is confirmed that there is a problem that needs to <br />be corrected, it is agreed that the City is responsible and will enter into a separate contract with <br />the contractor for Direct Enclosures to raise the trail and install an equalizer culvert. The City <br />should be in a position to get a very reasonable bid for the work considering the proximity to the <br />Direct Enclosures site; and 3) The Landscape Plan in its entirety was reviewed and the applicant <br />has agreed to provide three more deciduous trees along Sunwood Drive. The three pine tress <br />shown on the Landscape Plan will be installed as part of the future addition to the building. The <br />seven deciduous trees along Sunwood Drive will be staggered on either side of the trail. The <br />shrubs and monument sign in the southeast comer of the site are being eliminated. The irrigated <br />turf along the east property line behind the parking lot curb will be replaced with seed and <br />allowed to be taken over by natural vegetation from the adjacent wetland. The sumac in the <br />northeast comer of the site may be reduced to no less than 11 plants; and the lilac bushes along <br />the north property line may be reduced to no less than 12 plants. A modified Landscape Plan <br />will be provided. <br /> <br />Councilmember Flendriksen questioned if there will be sufficient parking for phases one and two. <br /> <br />Michelle Kalantari, President of Direct Enclosures, stated that the addition will not require any <br />more parking spaces. <br /> <br />Councilmember Hendriksen stated that when the project was first discussed at a work session it <br />was presented as a marginal project for the City of Ramsey and that it would include both phase <br /># 1 and phase #2. <br /> <br />City Administrator Norman explained the situation as to why phase #1 will be completed at this <br />time. <br /> <br />Councilmember Hendriksen questioned if there is any incentive for Direct Enclosures to build <br />phase #2. City Administrator Norman stated that Direct Enclosures will be reimbursed the <br />$44,880 they paid for the land if phase two is developed. <br /> <br />Councilmember Anderson stated that she is glad to see good jobs be brought to Ramsey. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to grant <br />site plan approval to Direct Enclosures with the installation of a trail segment and modifications <br />to the Landscape Plan as discussed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, and <br />Anderson. Voting No: None. <br /> <br />City Council/July i3, 1999 <br />Page 12 of 18 <br /> <br /> <br />
