Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to introduce
Ordinance #99-11 to vacate the McKinley Street cul-de-sac bulb.

A roll call vote was performed by the Recording Secretary.

Councilmember Anderson aye
Councilmember Connolly aye
Councilmember Zimmerman aye
Councilmember Hendriksen aye
Mayor Gamec aye

Motion carried.

Case #3: CLIMB Theatre, Inc. Performance Contract

Community Development Director Sherman explained that the City of Ramsey has a cooperative
agreement (contract) with Anoka County Integrated Waste Management. In return for the City
agreeing to provide a basic level of recycling service to the residents, the City is eligible for
reimbursement of certain eligible expenses. The City is obligated to provide two community
presentations on recycling and the City's recycling program. In June 1999, Community
Development Assistant Walther became aware of CLIMB Theatre, Inc. The company offers a
performance called "Trash/" that is geared toward third to fifth graders to teach the concept of
Reduce, Reuse, Recycle. The company also provides follow up school and home projects for
teachers and kids. At City staff's suggestion, CLIMB Theatre made arrangements with Stan
Pichel of Ramsey Elementary School to perform for the 44 grade classes on January 10, 2000.
The cost of the performance is $450 and is eligible for reimbursement from Anoka County. The
performance will obviously be more entertaining, engaging and productive than a dr~
presentation from City staff, it will fulfill the requirement of one of the community presentations
in 2000, and it is well within the budget for the Recycling Fund.

Motion by Councilmember Anderson, seconded by Councilmember Connolly, to authorize City
staff to enter into a written agreement with CLIMB Theatre, Inc. for one performance of"Trash"
at Ramsey Elementary School.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly, Hendriksen,
and Zimmerman. Voting No: None.

City Council/August 24, 1999
