City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

November 4, 1999

Mr. LeRoy May
5833 Norris Lake Road
St. Francis, MN 55070

Dear Mr. May:

The purpose of this letter is twofold. The first is to convey to you an invoice for $1,800 in land
rent for the 1999 season. As you will recall, this amount was agreed to (and also proposed by)
you on May 19, 1999. Permission is not given to harvest any corn until payment in full is
received by the City or until an agreed upon surety is in place. (This letter also confirms the
phone message left for you on November 3, 1999, in this same regard.)

The second intent of this correspondence is to apprise you of the park land's recent and near ten'n
status. The 83-acre site has been named Elmcrest Park, based upon the land being referred to as
Elmcrest Hereford Farm by its owner in 1855. The park is expected to receive some
development in the next few years, with at least topographical survey work in year 2000. At this
time it is very likely that all or some of the land may be available for rent in 2000. This can be
discussed in the spring of next year and an agreement can be documented which addresses acre
value and farming practices.

Another consideration is the City may be interested in a rental agreement that would result in a
cover crop being planted by you in lieu of some or all of the land rent, or some other
arrangement for a growing season to be determined.

Please feel free to contact me at your convenience to discuss any of the items above, but again,
do not pick any corn until the matter of land rent has been addressed. Thank you for your
anticipated cooperation.

Sincerely,

CITY OF RAMSEY
Mark Bo~os ~
Parks/Utilities Supervisor

MB/pjm

CC:

James E.
