PW CASE #7 <br /> <br />UPDATE ON 153/155TM AVENUE PROJECT <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The construction of a 0.8 mile segment of 153/155th Avenue between Variolite Street and <br />Armstrong Boulevard would complete an east/west arterial roadway across the City, which <br />would begin at Roanoke Street and terminate at Highway #10. Plans and specifications for the <br />construction of this roadway were completed in late 1995. The project was not constructed <br />because higher priority MSA projects were more pressing. The current CIP calls for the <br />construction of this project in 1999. The purpose of this case is to review the elements necessary <br />for completing this project and preparing a projected schedule for the completion of those events. <br /> <br />Revisions of Plans and Specifications. Plans were prepared in October 1995. Since that time, <br />some state aid plan revisions have occurred in state aid requirements and some plan revisions <br />may need to be made. It will also be necessary to prepare specifications. I have asked the design <br />engineer RLK-Kuusisto to prepare an estimate of the cost and amount of time necessary to revise <br />the plans. <br /> <br />Land Acquisitions. Attached are two plan' sheets showing the right-of-way plan for the project. <br />Nine parcels associated with fight-of-way issues have been identified. Back in 1995, appraisals <br />were prepared for Parcels 3, 4, 5, 6, 7, and 8. Parcel 1 is actually surplus right-of-way, excess <br />property and involves no taking. Parcels 2 and 9 are minor acquisitions that do not require a <br />detailed appraisal. The appraisals for the two D. A. Smith parcels, 5 and 6, have been recently <br />updated. The City needs to update the appraisals for Parcels 3, 4, 7, and 8. There are no <br />relocations involved with this project. However, there will be a significant impact to the <br />Volkman parcel, Parcel No. 3, and the Volkman's have in the past expressed strong opposition to <br />the project because of the impact to their property. The City may wish to offer the purchase of <br />the entire property from the Volkman's in turn for the waiver of relocation benefits. <br /> <br />The right-of-way can be acquired within 90 days through use of eminent domain.
