PW CASE #

DISCUSS DRAINAGE CONCERN RECEIVED FROM
JIM AND CARLA HOLM
By: Steven Jankowski, City Engineer

Background:

Project #99-08 includes a bituminous overlay of Juniper Ridge Drive in Rum Acre Estates.
Attached is a letter from Jim and Carla Holm discussing a problem with the street drainage and
requesting that the problem be corrected in conjunction with the street work. The situation
described in Holm's letter is accurate: The last several hundred feet of the street drain off the cul-
de-sac into a low-lying portion of their yard. There is a ten-foot drainage and utility easement in
this location on the northern property line. Several years ago, public works installed an outlet
near the top of the bluff to pipe the water to the bottom without eroding the slope. A berm was
constructed to force the water toward the outlet; however, it appears the berm is not long enough
to contain all the water which ponds. During heavy rains, apparently, water runs down the steep
part of the slope causing erosion.

To eliminate this drainage situation, a storm sewer could be constructed that would direct the
-~ water to a drainage easement located at the intersection of Juniper Ridge Drive and 151st
~.' Avenue. An additional benefit of this storm sewer would be improved drainage at the
intersection of 151st Avenue and Juniper Ridge Drive where the pavement is in extremely bad
condition due to the poor existing drainage. The cost of the necessary storm sewer is estimated
to be $40,000.

Recommendation:

Although the drainage of the street isn't desirable, $40,000 appears to be an excessive
expenditure compared with the degree of the problem described. It is my recommendation that
we pursue a lower cost solution by increasing the amount of ponding and protecting more
vulnerable areas at the top of the bluff by extending the existing berming. '~

Committee Action:

Based on discussion.

-5

Reviewed by:

City Administrator
Director of Public Works
Finance Officer

PW: 04/20/99
