PW CASE

CONSIDER REQUESTS FOR STOP SIGNS
By: Steve J. Jankowski, City Engineer

Background:

Since the last Public Works Committee meeting, we have received requests for stop signs at
three locations. Attached are copies of the written requests for each of these locations, which
provide the background for each request. Attached is a map identifying each of the subject
intersections. Below is a staff review of each location with regard to sight distance and accident
history. We plan to have traffic counts available at the time of the meeting.

141st Lane & Uranium

Accident Histo _ry - There are no accidents which have been reported to the police at this location
for the six-year period of January 1, 1993 through December 31, 1998.

Sight Distance - Sight distances are as follows:
SB - good visibility
EB - good visibility
Note: The petitioner indicates in their letter that a blind spot exists. The only interference with
sight lines would be the house on the northwest comer, which conforms to setback requirements.

Traffic Volume - A count was taken on this street in July 1999 which shows the volume of
traffic to be 167 trips per day. At this daily volume, it can be estimated that during the heaviest
traffic period there would be an average of over 3-½ minutes between vehicles.

Observations - The acknowledged use of a stop sign is to assign right-of-way. This intersection
is primarily a 90-degree bend in the street from Uranium to 141st Lane. If stop signs were posted
on 141~t Lane and on Uranium Street, vehicles entering either of these streets from the cul-de-sac
bulb would legally have the right-of-way. Also, this neighborhood recently had a comprehensive
review of all locations for stop signs, and this area was not recommended.

Recommendation - Staff recommends no change in signage at this location. Stop signs on
Uranium and 141st Lane are not necessary to assign right-of-way, may in fact cause confusion,
particularly when cars enter from the intersection, and may foster disrespect for warranted stop
signs.

137th Avenue and Garnet Street

Accident History_ - During the 6½-year period beginning January 1, 1993 to the present, there
has been one accident at this location. A copy of the accident report is attached.
