PW CASE # 1

DISCUSSION OF SUNFISH POND TOWNItOUSE ISSUES
By: Steven Jankowski, City Engineer

Background:

At the August 17 Public Works Committee meeting, a number of Sunfish Pond Homeowners
Association officers and residents discussed issues of concern. These issues included the
following:

1) Through Traffic. The City has made available and installed signs which read "Private Drive"
and "No Thru Traffic" at the two entrance locations on 142nd Lane and Wolfram Street. Mr.
Mudge requested that two stop signs also be posted at those locations and that a 10 mph
speed limit sign be posted by the City. Additionally, the Association is aware that as a
private drive they may institute any traffic calming measures they see fit to employ.
2) Street Lighting. At the present time, there are three streetlights within the development. The
City pays the operation and 'maintenance charges to Connexus Energy, which, in turn, bills
each townhouse unit the single-family residential unit charge. Mr. Mudge indicated that the
Association would like to install additional street lighting. Staff would recommend that any
lighting, existing and future, be billed directly by Connexus to the Association. This is
possible through the current billing system and represents the fairest method of having the
Association pay for the benefit received.
3) Private Street Maintenance and Repair. Mr. Mudge indicated that the Association is
currently undecided as to their position on this issue but would have another meeting prior to
the Public Works Committee meeting. The Association should have their position claimed at
that time. Should the Association's position be to request that the City provide winter road
maintenance, the Public Works Supervisor has prepared Case #lA to focus on some of his
concerns.

Committee Action:

Based on discussion.

Reviewed by:

Director of Public Works
Public Works Supervisor

PW: 09/21/99
