PW CASE

CONSIDER ACQUISITION OF RIGHT-OF-WAY FOR BARIUM STREET
EXTENSION FROM WILLOW RIDGE TO 153fa) AVENUE
By: Steve Jankowski, City Engineer

Background:

The City is acquiring an easement across the Allina property to facilitate a trunk watermain
looping in conjunction with the T.H. g47 project. A sketch illustrating this acquisition, known as
parcel 44, is attached. Also attached is a letter from Rademacher Companies requesting that the
City not only acquire the easement for the watermain but also sufficient right-of-way to facilitate
the extension of Barium Street north to 153rd Avenue. As noted on the sketch, Rademacher owns
the parcel to the south, which includes roughly half of the right-of-way for the roadway.
Acquisition of this strip of right-of-way also raises the question of how the severed pieces to the
east should be utilized. The eastern severed parcel on the Allina property is largely wetland.
The eastern severed parcel on Outlot A of the Rademacher property is low but does not appear to
be wetland. Acquisition of this property could facilitate several uses including abandonment of
the problematic sedimentation pond at 15241 Barium Street, the construction and banking of
wetland, the preservation of open space, or the development of the severed highland.

Committee Action:

Staff would like to be able to respond to the Rademacher letter and is looking to the Committee
for direction in this response.

Reviewed by:

City Administrator
Director of Public Works

PW: 10/19/99

/3
