PW CASE <br /> <br />REPORT FROM MEETING WITH BILL RADEMACHER AND <br />DISCUSSION OF BARIUM STREET DRAINAGE <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />These two issues are being addressed in a single case because of their geographical proximity to each <br />other, and the discussions with Rademacher may have the potential of providing an alternative <br />drainage plan for Lots 1, 2 and 3, Block 3, Willow Ridge. These lots are located on the east side of <br />Barium Street. <br /> <br />As requested by the Committee, attached is a diagram of the existing drainage plan for the area, which <br />includes 153rd Avenue, Willow Ridge, and a portion of Gorham's Sandy Acres. This area is served by <br />three natural pond/wetland areas and two created sedimentation ponds constructed as a part of the <br />Willow Ridge improvements. Two of these natural ponds, one located on the eastern side of the clinic <br />property and the other located on the western side of Gorham's Sandy Acres, were originally <br />landlocked basins. The Willow Ridge storm work provided an outlet to the Gorham's Sandy Acres <br />pond, while the Rademacher Addition storm sewer work provided a similar outlet for the clinic pond. <br /> <br />On November 4, the City Engineer met with Bill Rademacher and Terry Schander pursuant to Mr. <br />Schander's October 4, 1999 letter suggesting that Barium Street be extended north to 153rd Avenue in <br />conjunction with the T.H. #47 project. At the meeting, Mr. Rademacher emphasized the importance of <br />the T.H. #47 access into Bill's Superette that is scheduled for removal with the T.H. #47 project. Mr. <br />Rademacher proposed transferring a 3.3-acre parcel consisting of the easternportion of Outlot A to the <br />City in return for City support for an access near the southern portion of Outlot A. Mr. Rademacher <br />sees this as a superior access into the Bill's Superette property since it would have a more acute angle <br />than the present access, making ingress from northbound T.H. #47 easier and egress virtually <br />impossible. This would also provide an access for Outlot A (for which the State does not own the <br />right-of-access). In staff's view, this proposal has the positive aspect of finalizing a single access into <br />Outlot A, which legally is entitled to an access. On the negative side, this access is inconsistent with <br />the T.H. #47 Corridor Study. It creates a conflict point which is likely to become an opportunity for <br />accidents, particularly rear-end accidents. I have asked MnDOT for their position on this request. <br /> <br />During the meeting I also requested that an alternative proposal be considered should the above <br />proposal be deemed unacceptable. The alternative that appeared acceptable to Rademacher would be <br />that they would dedicate the portion of right-of-way for Barium Street across Outlot A at no cost to the <br />City and that the City would purchase the Severed parcel to the east at market value, roughly estimated <br />at $65,000.
