CC Regular Session <br />Meeting Date: 05/31/2011 <br />By: Tim Himmer, Engineering/Public <br />Works <br />Title: <br />Consider Award of Contract for City Improvement Project #09-25; Dysprosium Street Reconstruction <br />7. 5. <br />Background: <br />On May 11, 2010 the City Council ordered the project and authorized staff to prepare plans and specifications for <br />the reconstruction of Dysprosium Street NW. This project was initiated at the direction of City Council and <br />involved significant input from the Public Works Committee beginning as far back as April of 2009. Much thought <br />and debate went into the preparation of the feasibility study, with many revisions being incorporated along the way. <br />Observations: <br />Dysprosium Street is proposed to be reconstructed to Municipal State Aid (MSA) standards, including a 9-ton <br />design. It will be reduced in width from 47' to 34' (which allows for parking along one side) and include the <br />installation of sidewalks, lighting, and boulevard trees along both sides. Curb chokers have been incorporated into <br />the design as a traffic calming feature, and will provide improved pedestrian safety due to narrower crossing <br />distances. <br />Storm sewer improvements are also proposed to improve drainage through the corridor, and a section of watermain <br />is proposed to be replaced due to its age and the constriction it places on the distribution system downstream of the <br />adjacent water tower. Staff has also successfully worked with several property owners to split some of the existing <br />shared driveways. <br />Bids are scheduled to be opened at 2:00 pm on Friday May 27th, and the results will be forwarded to the Council <br />under separate cover in advance of the May 31 st meeting for review. <br />Recommendation: <br />Staff recommends that the City Council award a contract for City project #09-25; Dysprosium Street <br />Reconstruction to XXX in the amount of $XXX. <br />Funding Source: <br />Total project costs; which include design, concrete curb and gutter, bituminous pavement, concrete sidewalks, <br />storm sewer replacement and expansion, watermain improvements, streetlights, and landscaping are estimated to be <br />$941,857. The City will fund approximately 88% of all project costs, in the amount of $790,450 from its MSA <br />account, and $42,315 from the water utility fund.
