CC Regular Session Meeting Date: 05/31/2011 By: Tim Himmer, Engineering/Public Works Title: Consider Change Order for City Project #10-24; Wetland 656 Outlet 7. 7. Background: In an effort to provide flood protection and to improve overall drainage through the watershed, the City identified a ditch cleaning project known as the 656W Wetland Outlet Project. This project (as illustrated on the enclosed aerial photograph) would create an outlet for wetland 656W, the large wetland complex south of Alpine Drive and east of Ramsey Blvd., by cleaning out approximately 3000 feet of drainage ditch and/or culverts. The project was approved approved by Council and a contract awarded on February 8, 2011. Observations: The project was substantially completed in the month of February, with only some culvert cleaning and turf restoration to be conducted in the spring when things thawed out. When the culvert at the intersection of 156th Avenue and Hematite Street was jetted out this spring it was observed that the side walls were failing and tree root intrusion was causing the deterioration of the entire culvert, therefore it will need to be replaced. There were no accommodations in the contract for culvert replacement, so Council must consider a change order for this work (see attached). It should be noted that there is a second culvert that must be replaced, located on 157th Lane, but since that roadway will be receiving an overlay with the 2011 Street Maintenance Program (SMP) we will be including that replacement under that project. Recommendation: Staff recommends approval of the change order with Dryden Excavating in the amount of $8,500. Funding Source: Funding for this project to date (original contract amount of $28,026) has come from the City's Stormwater Utility Fund, and this change order is proposed to be funded from that account as well.
