CC Regular Session <br />Meeting Date: 05/31/2011 <br />By: Tim Himmer, Engineering/Public <br />Works <br />7. 8. <br />Title: <br />Consider Change Order for City Project #10-07; Alpine Drive and Roanoke Street Improvements <br />Background: <br />On May 11, 2010 City Council ordered the bituminous paving of portions of Alpine Drive and Roanoke Street, and <br />authorized staff to prepare plans and specifications. This project was included in the feasibility study for the 2010 <br />Street Maintenance Program (SMP) and adopted on February 9, 2010. <br />On October 12, 2010 the City Council awarded a contract to Rum River Contracting Company, and construction <br />commenced. Due to the lateness in the season only storm sewer improvements and an overlay were able to be <br />completed on portions of Alpine Drive. Construction has begun again this spring to complete the project, and the <br />storm sewer improvements were recently installed on Roanoke Street and the trail and railroad whistle free <br />improvements along Alpine Drive are currently underway. <br />Notification: <br />Observations: <br />During the public open house in advance of the 2011 SMP, a drainage concern was identified on 153rd Lane, east <br />of Roanoke Street. This road currently has a flat grades that drains east to west, and there isn't any storm sewer in <br />the area to collect drainage prior to discharging overland onto Roanoke Street, therefore water stands on the street <br />and is causing premature deterioration of the pavement. Staff quickly evaluated the concern since we were already <br />working in the area completing the Alpine/Roanoke project from 2010. <br />It has been determined that the best approach to resolve this drainage concern is to extend the nearest storm sewer in <br />the area to the location of 153rd Lane and Roanoke Street, such that additional improvements can be incorporated <br />into the 2011 SMP to correct the problem. Staff is requesting a change order to the Alpine/Roanoke contract to <br />install the required storm sewer extensions before Roanoke Street is milled and overlaid to complete the 2010 <br />contract with Rum River. If we do not extend storm sewer at this time we will lose the opportunity to solve this <br />concern without spending significantly more money at a later date, and impacting the roadway that would have <br />recently received an overlay; basically performing the same work twice in consecutive years. Staff prepared a <br />design for the storm sewer extension and submitted to Rum River for pricing (see attached). <br />Recommendation: <br />Staff recommends that the City Council approve a change order for City project # 10-07, Alpine Drive and Roanoke <br />Street improvements, in the amount of $100,779.70. <br />Funding Source: <br />Funding for this change order is proposed to come from the City's Stormwater Utility Fund. <br />Council Action: <br />Motion to approve the change order for City project #10-07, Alpine Drive and Roanoke Street improvements, in the <br />amount of $100,779.70. <br />Attachments <br />
