Stat. § 462.358 <br />subd la <br />See Section I-B-2 <br />Extra territorial <br />application. <br />• Plats must be certified by a land surveyor who both surveyed the land <br />being platted and prepared the plat or supervised preparation of the plat. <br />• Plats must contain a plat name that does not duplicate or is not similar to <br />any other plat name within the county. <br />• Plats must be signed by all fee owners, contract for deed vendees, and <br />mortgage holders of record. <br />In addition, plats must meet various technical requirements related to paper <br />size, scale, and delineation of land features. <br />1. Verification of plats and surveys <br />When a city requires a plat to be submitted along with a subdivision <br />application, cities have additional authority to seek reimbursement for city <br />review costs. Cities are authorized to employ qualified persons, such as a <br />surveyor, to check and verify surveys and plats and to determine the <br />suitability of the plat from the standpoint of community planning Cities may <br />require the applicant to reimburse the city for such services. When the city <br />uses a city employee to perform these reviews, the city may charge for these <br />services based upon the employee's regular wage. <br />J. Certification of taxes paid <br />Cities may require, as part of their subdivision ordinance, that an applicant <br />certify that there are no delinquent taxes, special assessments, penalties, <br />interest, or municipal utility fees due on any parcel of land included in the <br />subdivision application. In addition, cities may condition approval of a <br />subdivision upon payment of all moneys due. <br />K. Recording and filing of approved plats <br />1. County recorder <br />Once approved, all final plats must be certified as approved by the city and <br />recorded with the county recorder. <br />2. Neighboring communities <br />Copies of resolutions approving subdivision plats within a city, but <br />contiguous with another city or town must be filed with the governing body <br />of the contiguous city or town. When a city has opted to enforce its <br />subdivision regulations extra -territorially within a town, it must file copies of <br />approved subdivisions in the regulated area with the neighboring town. <br />26 LEAGUE OF MINNESOTA CITIES <br />
