City <br />zoning requirements can range from very complex to minimal. However, all <br />city zoning authority is granted to cities by and subject to the Municipal <br />Planning Act. Ordinances may vary from city to city, but all must comply <br />with both the substantive and procedural requirements contained in the <br />Municipal Planning Act. <br />It is important to note that the Municipal Planning Act has specific <br />provisions related to local zoning control of: <br />• Manufactured home parks <br />• Manufactured homes <br />• Existing legal nonconformities at the time of zoning ordinance adoption <br />• Feedlots <br />• Earth sheltered construction as defined by MN Stat. 216C.06 <br />• Relocated residential buildings <br />• State licensed residential facilities or housing services registered under <br />MN Stat. 144D serving six or fewer persons in single family residential <br />districts <br />• Licensed day care facilities serving 12 or fewer persons in single family <br />residential districts <br />• Group family day care facilities licensed under Minnesota Rules <br />9502.0315 to 9502.0445 to serve 14 or fewer children in single family <br />residential districts <br />• State licensed residential facilities serving 7-16 persons in multifamily <br />residential districts <br />• Licensed day care facilities serving 13-16 persons in multifamily <br />residential districts <br />• Solar energy systems <br />ZONING GUIDE FOR CITIES 13 <br />
