CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF G-B PROPERTIES FIRST ADDITION; <br />CASE OF G.B. PROPERTIES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Dana Grosslein of G.B. Properties is requesting sketch plan review to replat Lot 1, Block 1, <br />Riverview Estates into two commercial lots. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br /> <br />Site location map <br />Sketch plan (preliminary plat) of proposed subdivision <br />City Staff review letter dated December 29, 1998 <br /> <br />Notification: <br /> <br />No public notification is required for the m/nor subdivision to replat the subject property. <br /> <br />Observations: <br /> <br />The proposed plat consists of two lots and one outlot. The proposed Lot 1 is occupied by the <br />Comfort Suites Hotel. Lot 2 is being marketed for development with a restaurant. Outlot A <br />contains 'an existing detention pond. Lots 1 and 2 meet the minimum width and depth <br />requirements. <br /> <br />It is the City's policy to require drainage improvements to be platted as drainage easements on <br />the nearest platted lot and that outlots identify property eligible for future development. Because <br />the existing detention pond on the property serves both the hotel and Lot 2, the Developer is <br />attempting to avoid placing a tax burden for perpetuity on the owner of Lot 2 by platting the <br />ponding area as a separate outlot. In order to maintain City's policies and address the <br />Developer's concern for the owner of Lot 2, Staff is recommending that the detention pond <br />(Outlot A) be incorporated into Lot 2 as a drainage easement. And, that some financial <br />arrangement take place between the owners of Lot 1 and Lot 2 to compensate the owner of Lot 2 <br />for the additional tax burden incurred because of the area of the lot devoted to the detention <br />pond. <br /> <br />As currently platted, the property has a fight-in only from eastbound Hwy. 10, an access on <br />Sunfish Lake Blvd. and another on Pdverdale Drive. The Developer's intent is to continue use of <br />this traffic pattern to serve both Lots 1 and 2 after the property split via the use of driveway <br />easements. <br /> <br />Park dedication requirements were satisfied when the property was platted as Lot 1, Block 1, <br />Riverview Estates; no additional park dedication is due with this replat. <br /> <br />5 <br /> <br /> <br />
