CASE #,

REQUEST FOR SITE PLAN REVIEW; CASE OF TRADESMEN PROPERTIES
By: Sylvia Frolik, Zoning Administrator

Background:

The City of Ramsey has received a request for site plan review and approval from Tradesmen
Properties. The plan proposes to construct an office/y~arehouse facility on Lot 2 of Block 1 in
the Oakridge Industrial Park. The following items are enclosed:

a) Site location map
b) Site plan
c) City Staff Review Letter dated February 25, 1999

Observations:

The office warehouse use is consistent with the permitted uses in the Industrial zoning district.
Lot coverage is restricted to 35% of the ~ite; the plan proposes a 10,107 square foot building
which is equal to 23.6% lot coverage. The building height is proposed to be 22 feet; this is in
compliance with the 35 foot height restriction in City Code. The building location meets all of
the required setbacks from property lines.

Code requires that pre-cast concrete units be integrally treated with a decorative material or
texture. The exterior walls of the building are proposed to consist of a combination of rock face
and smooth face block, with a band of split face block on the south and west walls. The smooth
face block is a deviation from Code that must be approved by Council.

The plan shows two accesses onto Sunfish Lake Court N.W., which is acceptable to the City
Engineer.

The property is surrounded by industrial parcels and n'o screening is required. The plan complies
with the requirement for 20 feet of landscaped area adjacent to the street. The amount of
impervious surface on the site limits the landscaping oppommities. Staff is recommending
extending the landscaped area around the northeast comer of the site to add more green space to
the project and deter vehicles from parking in the fire lane. The small strip of landscape area
along the retaining wall could present maintenance problems. Staff is also recommending that
there be some type of barrier along the 11 foot high retaining wall to prevent accidental falls.

In accordance with City Code, the trash enclosure will be constructed of concrete block with a
cedar gate.

The number of parking spaces and the design of the driveways and customer/employee parking
area with bituminous surface and B-612 concrete curbing is in compliance with City Code.
