CASE #

REQUEST FOR PRELIMINARY PLAT APPROVAL OF NORTHFORK
ITASCA POINT; CASE OF NORTHFORK, INC.
By: Zoning Administrator Sylvia Frolik

Background:

North Fork, Inc. is requesting preliminary plat approval of another portion of the Northfork
P.U.D. located on the north side of Lake Itasca. The plat is to be named Northfork Itasca Point
and consists of approximately 35 acres proposed to be platted into 7 single family lots and
permanent open space to be deeded to the Homeowner's Association in the form of an outlot.

The following items are enclosed for your information:

a) Site location map
b) Proposed preliminary plat and road profile
c) City Staff review letter dated March 31, 1999

Observations:

All lots in Northfork are to be at least 43,560 square feet in size and 160 feet wide at the road
frontage or building setback line. However, this plat is in the shoreland overlay district for Lake
Itasca and as such, the lots are required to be at least 80,000 square feet in size and 200 feet wide
at the road frontage or building setback line. In addition, the riparian lots or lots adjacent to the
lake (4, 5, 6) are also required to be 200 feet wide at the water frontage and provide for a 200
foot structure setback from ordinary high water mark and a septic system setback of 150 feet
from ordinary high water mark. All of the lots meet the shoreland regulations with one
exception. Together, all of the lots total more than 1,400 (7 x 200) feet of frontage at the street
frontage or building setback lines, but on a lot by lot basis, Lot 5 is shy of the 200 mark. A
variance will be required and is being scheduled for the May Board of Adjustment.

The lots are proposed to receive public access from the extension of a cul-de-sac east off of
Andrie Street. The cul-de-sac length is approximately 1,000 feet and a variance to the 600 foot
maximum dead-end street length is required and is being scheduled for the May Board of
Adjustment. The subject area is basically a peninsula of developable property not wide enough
to accommodate a looped road system through the area. Additionally, the preliminary plat
proposes to name the street Itasca Point Road, which is a deviation from the City's grid system
and requires Council approval.

In accordance with the Northfork Park Dedication Agreement dated May 9, 1989, park
dedication for this portion of the P.U.D. has been previously satisfied with land dedication.

The Grading and Drainage Plan has been reviewed by the City Engineer and he is recommending
a modification consisting of an elon..gated sedimentation basin on the common property lines of
Lots 6 and 7.
