CASE # <br /> <br /> REQUEST FOR SITE PLAN REVIEW; CASE OF LIFEFITNESS-PARABODY, <br /> A DIVISION OF BRUNSWICK CORPORATION <br /> By: Sylvia Frolik, Zoning Administrator <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review and approval from Parabody- <br />Lifefitness for an expansion to the existing facility at I4150 Sunfish Lake Blvd. N.W. The <br />following items are enclosed: <br /> <br />a) Site location map <br />b) Site plan <br />c) City Staff Review Letter dated April 1, 1999 <br /> <br />Observations: <br /> <br />The existing building is 56,648 square feet in size and a 208,016 square foot addition is <br />proposed, for a total of 264,664 square feet. Building coverage is restricted to 35% of the lot <br />area, which is 259,182 excluding the wetland area that is proposed to be deeded to the City. The <br />expansion constitutes a 35.7% lot coverage. City Staff is not recommending a variance <br />procedure because the wetland has not been officially split off from the property at this point in <br />time and if it weren't, the proposed expansion would not exceed the 35% lot coverage restriction. <br />Additionally, the lot coverage of 35.7% is still in the 35% range and has not progressed to 36%. <br />All proposed structure location complies with all setback requirements. <br /> <br />The exterior finish on the expansion is proposed to be a combination of painted smooth faced and <br />ribbed concrete panels; the break area on the west side of the building is proposed to be finished <br />with corrugated metal panels. The metal panels are not in compliance with City Code. Code <br />requires concrete surfaces to be treated with a decorative or textured material and the use of the <br />smooth face requires an interpretation of the Planning Commission and City Council. The <br />number of loading berths proposed is in compliance with City Code. <br /> <br />City Code requires 446 parking spaces; 379 are proposed with space for an additional 82 spaces <br />in the future. Staff is recommending that the 82 future stalls be installed at this time. In <br />accordance with City Code, all traveled surfaces of the site will be paved with bituminous and <br />finished with B-612 concrete curb. <br /> <br />The required landscaped yard is provided adjacent to Sunfish Lake Blvd. N.W. Staff is <br />suggesting that the applicant transplant the red cedar trees from the north half of the site to the <br />area of the storm pond and establish prairie grasses along the wetland. <br /> <br />The lighting plan is acceptable. The submittal is deficient of a waste storage plan if there is <br />going to be waste storage outside the building. <br /> <br />57 <br /> <br /> <br />
