CASE # 2 <br /> <br />REQUEST FOR A HOME OCCUPATION PERMIT; <br />CASE OF BONITA COBEY <br /> Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On April 12, 1999 City received an application from Bonita Cobey for a home occupation permit <br />to establish a cattery in her home at 9340 Highway 10 N.W. The following items are enclosed <br />for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Project Description <br />Description and photo of cattery area <br />Copy of inspection report for Cat Fanciers' Association <br />Letters of support from an area resident and a veterinarian <br />Proposed findings of fact <br />Proposed home occupation permit <br /> <br />Notification: <br /> <br />In accordance with State statute, staff attempted to notify owners of property within 350 feet of <br />the subject property of the request for permit and public hearing. <br /> <br />Observations: <br /> <br />The subject property is zoned B-1 Business but is subject to residential zoning regulations <br />because the principal use of the property is residential. The adjacent property to the east is State <br />Wayside Park and the property to the west and on the north side of Hwy. #10 is also zoned B-1 <br />Business. <br /> <br />Bonita Cobey raises and sells Persian and Himalayan cats. She is proposing to establish a cattery <br />in her home for a maximum of 18 eats. Bonita states that this is an indoor operation and the <br />cages are constructed of laminated wood, pvc pipe and vinyl coated wire. The cages have <br />automatic watering systems with computer controlled timing and food is gravity fed. The cattery <br />room is also equipped with controlled heating, ventilation, air purifier and vinyl flooring. Bonita <br />states that she has been informed by the Humane Society that there are no special requirements <br />for disposing of the cat excrement and she is proposing to dispose of it in her household garbage. <br /> <br />City Code restricts home occupations to 20% of the gross floor area of the home, or in this case <br />920 square feet. The rooms in which the home occupation will be conducted total 350 square <br />feet. Bonita has stated that she will be the sole employee and she doesn't expect that there would <br />ever be more than 2 customers on her property at any given time. Her driveway is sufficient in <br />length to provide off-street parking. <br /> <br />// <br /> <br /> <br />
