REQUEST FOR CONDITIONAL USE PERMIT

I. 9340 NW Highway l0 Ramsey, MN 55303
2. PropertyID# 19333631004
3. Dennis & Bonita Cobey 9340 NW Highway 10 Ramsey, MN 55303 612-427-3390
4. Bonita Cobey 9340 NW Highway 10 Ramsey, ~ 55303 612-427-3390
5. I am requesting a Conditional use Permit to run a eattery out of my home. I raise/breed
Persian and Himilayan cats. My eattery meets/exceeds all requirements put forth by the Cat
Fancier's Association, the largest association of it's kind in the world. CFA requirements are
quite rigid, as you can see by the attached (Article 1). I also have applied for Cattery of
Excellence. I work very closely with Dr. mark Guck of Rum River Vet Clinic in Anoka, as
he advises and supervises much of my business. A letter fi.om Dr. Guck is attached (Article
2). The eattery has 12 cages, the quarantine room will have 6 cages. Although I only have 6
cats at this time, I plan to eventually have ail cages filled, Size of cages, construction
material used, heat, water, food and lighting description can all be found in attached (Articles
3 & 4). I know many people have eatteries, or raise kittens, in their homes without permits
and there are no problems/concerns for the health of the animals or any disruption to traffic
or neighbors. I only recently learned there even was such a thing as a Conditional Use permit
and am applying, even though my catte..ry is already built, because I want to make sure that I
am within city guidelines. ..
6. The present zoning is for residential/commercial.
7. Our home is 4,600 square feet total. The cattery consists of 300 sq i~ and the quarantine
room will be 50 sq ft. These dimensions comply with your 20% sq footage guidelines. Total
usage = 350 sq ft. Attached (Article 5) is a description of our property as well as pictures
showing the property, driveway, parking area, etc. Because only 1 or 2 cars would ever be
here at the same time, parking is not an issue. A loading zone is not an issue since only small
deliveries of supplies are received at any one time, no special loading zone is needed.
Storage of ail supplies is in a special, separate supply room within the cattery. Screening,
fencing, accessory structures and location of all utilities are not applicable to this operation. I
would like to eventually put a sign on the property, but will certainly do so within city
guidelines.
8. Drainage is only of water and shampoo and is handled through the home drainage system.
9. Access to site is via our driveway to our home. We have a separate stairway from the
attached garage to the basement to the eatery. This stairway is easily accessible with a wide
stairwell and hand railings. Although the cattery is not handicap accessible, a kitten for
viewing is easily carried upstaks into my home.
10. All garbage, waste doesn't amount to much and is included with our home garbage. We
called the Humane Society to confirm that no special containers are needed. No hazardous
waste is used in the operation.
11. Description of construction and materials are in Article 3.
12. We only have 1 neighbor, and they have given us their blessing. (Article 6)
13. There will be no effect on area traffic.

/¢
