CASE # 3 <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF NORTHFORK <br /> ITASCA POINT; CASE OF NORTI-IFORK~ INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />North Fork, Inc. is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located on the north side of Lake Itasca. The plat is to be named Northfork Itasca Point <br />and consists of approximately 35 acres proposed to be pla~ted into 7 single family lots and <br />permanent open space to be deeded to the Homeowner's Association in the form of an outlot. <br /> <br />The following items are enclosed for your information: <br /> <br />Site location map <br />Proposed preliminary plat and road profile <br />City Staff review letter dated March 31, 1999 <br />Draft Planning Commission.. meeting minutes dated April 6, 1999 <br /> <br />Notification: <br /> <br />State Statute requires notification of public hearing to owners of property within 350 feet of the <br />subject property. Staff attempted to notify owners of property within 500 feet of the subject site. <br /> <br />Observations: <br /> <br />All lots in North.fork are to be at least 43,560 square.feet in size and 160 feet wide at the road <br />frontage or building setback line. However, this plat is in the shoreland overlay district for Lake <br />Itasea and as such, the lots are required to be at least 80,000 square feet in size and 200 feet wide <br />at the road frontage or building setback line. In addition, the riparian lots or lots adjacent to the <br />lake (4, 5, 6) are also required to be 200 feet wide at the water frontage and provide for a 200 <br />foot structure setback from ordinary high water mark and a septic system setback of 150 feet <br />from ordinary high water mark. All of the lots meet the shoreland regulations with one <br />exception. Together, all of the lots total more than 1,400 (7 x 200) feet of frontage at the street <br />frontage or building setback lines, but on a lot by lot basis, Lot 5 is shy of the 200 mark. A <br />variance will be required and is being scheduled for the May Board of Adjustment. <br /> <br />The lots are proposed to receive public access from the extension of a cul-de-sac east off of <br />Andrie Street. The cul-de-sac length is approximately 1,000 feet and a variance to the 600 foot <br />maximum dead-end street length is required and is being scheduled for the May Board of <br />Adjustment. The subject area is basically a peninsula of developable property not wide enough <br />to accommodate a looped road system through the area. Additionally, the preliminary plat <br />proposes to name the street Itasea Point Road, which is a deviation from the City's grid system <br />and requires Council approval. <br /> <br /> <br />
