Subd. 8 Lighting: Any lighting used to illuminate an off-street parking <br />area, sign or structure, shall be arranged to deflect light away from any adjoining <br />residential district or public street. Bulbs emitting in excess of 3,000 lumens (150 watts) <br />shall be so directed that the bulb is not visible from off of the property where such light <br />source is located. <br /> <br />Subd. 9. Architectural Control: <br /> <br />ao <br /> <br />All exterior wall finishes on any non-residential building shall <br />be: <br /> <br />1. Face brick. <br /> <br />2. Natural stone. <br /> <br />o <br /> <br />Specifically designed pre-cast concrete units whose <br />surfaces have been integrally treated with an applied <br />decorative material or texture. <br /> <br />Factory fabricated or finished metal framed panel <br />construction, if the panel material is to be of those noted <br />in 1, 2,"or 3 above. <br /> <br />o <br /> <br />Other material as may be approved by the Planning and <br />Zoning Commission and Council. Combinations of such <br />materials shall be permitted. <br /> <br />bo <br /> <br />Flat roofs on non-residential structures may be prohibited when <br />such construction is deemed by the City to be incompatible <br />with surrounding residential development. <br /> <br /> Subd. 10. Compliance: In order to assure compliance with the <br />performance standards set forth above, the Council may require the owner or operator of <br />any permitted use to make such investigations and tests as may be required to show <br />adherence to above performance standards. Such investigation and tests as are required <br />to be made shall be carded out by an independent testing organization as may be agreed <br />upon by the City and the owner or operator, or if there is failure to agree within ten days <br />after written notice by the City to the owner or operator to make such investigation and <br />tests, by such independent testing organization as may be selected by the Council. The <br />costs incurred in having such investigations or tests conducted shall be borne entirely by <br />the owner or operator. The procedure stated above shall not preclude the City from <br />taking any such other tests and investigations it finds appropriate to determine <br />compliance with these performance standards. <br /> <br />SECTION 2. <br /> <br />SUMMARY <br /> <br /> <br />
