<br />sewer systems, storm sewer, catch basins, sewer connections, water mains, wells, property line
<br />curbs, buffer areas and other items of a similar nature including streets, alleys, and utility and

<br />The Planning Commission shall review the site plarffbuilding design plan application. After said
<br />review, the Planning Commission~..--.'1""1t ad~t. ....~-.~,~~'~,4: .... ~.*' ~...~'~* _.~*~,4 shall make a recommendation
<br />for approval, e~ denial, or modification to 'the Council. The Planning Commission shall draft
<br />findings of fact to support a recommendation of denial.

<br />The Council shall review the application,-~vl-.-",4"'*'* -~-w~~",4: .... ~..~e .e,.,..+._~..~.-.~"~'1"~*~,4 +^~ .~;+ and either approve
<br />the site plan/building design plan or adopt findings of fact and deny the application. The
<br />Council may, as a condition of approval~ require certain additional conditions in either the
<br />proposed development agreement or the site/building design plan. The City Council's final
<br />action on the application shall be the City's final action on the application.
<br />
<br />All costs incurred by the City in processing an application for a site plan review shall be
<br />paid by the applicant. Said costs shall include but not be limited to: professional consulting
<br />services~.s d;re:.~:~ by th: Planning Cemm~s:'-'.~--. an~cr-Czunc~!, engineering fees, legal
<br />fees, copying charges,~..~*~ .... .~. ~-~--~a: .... City staff involvement, publication costs, and written

<br /> Subd. 3. Development Contract. Prior to approval of the site/building design
<br />plan application and prior to construction of any required site improvements, the applicant shall
<br />enter into a contract with the City. This contract shall require the applicant to construct ail
<br />improvements on the site at the applicant's sole expense, unless otherwise approved by City
<br />Council, and in accordance with City plans and specifications.

<br />with the City prior to receipt of any building permits and will complete all improvements
<br />permitted by the Development Contract within one year of the date of site/building design
<br />approval. Thereafter, the Council may extend the period upon written application by the
<br />Developer, subject to applicable performance conditions and requirements, or the Council may
<br />require submission of a new site/building design plan application.
