Review Letter: New Life Church <br />Page 3 of 4 <br />June 30, 1999 <br /> <br />The landscaping plan is deficient of planting specifications (the caliper of the transplanted and <br />new plantings, and the specifications for installation). A complete, revised plan should be <br />submitted to City staff prior to City Council consideration. Staff recommends incorporating <br />additional new plantings on the site. We recommend adding a minimum of 5 deciduous trees <br />(preferably white or bur oaks of 1-1¼ inch caliper) along the west property line to help protect <br />the coniferous trees from strong winds. Also, staff recommends adding 30 shrubs and plants to <br />the landscaping plan. Lastly, a substitute maple species (such as Red Maple) for the Amur <br />Maple is strongly encouraged, because the Amur Maple tends to frost, crack and subsequently <br />decline in this area. <br /> <br />Waste Storage: The plan does not indicate the location of any exterior trash enclosures. If there <br />is to be outside trash receptacle storage, the site plan should be revised to indicate its location. <br />Outside trash enclosures must be screened from all sides. Generally, the enclosures will be <br />constructed of materials matching the building, or privacy fencing, and will have a vertical <br />wooden gate with a latch. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking stall for every three <br />seats or each five feet of pew. The plans do not indicate the number of seats or pews, and the <br />applicant indicated to staff that there will not be fixed seating at this time. The plan purposes to <br />provide 80 spaces initially and shows proof of 57 future additional stalls to the north of the <br />building. Eighty stalls would support 240 seats or 400 feet of pew space. Staff finds 80 stalls <br />will be sufficient at this time. <br /> <br />Off-Street Parking ~ Design: In accordance with City Code, all driveways, off-street parking <br />and maneuvering areas are proposed to be surfaced with bituminous paving. The parking surface <br />will be finished with B 6/12 concrete curbing, except at the northeast end of the parking lot <br />where 97 feet have been left without curb in anticipation of future parking lot expansion. City <br />staff recommends this area be finished with bituminous curb until the expansion occurs. <br /> <br />Drainage and Grading: All site drainage is directed north and east of the center of the property <br />and then flows overland from west to east. It is proposed that two swales will convey the runoff <br />from the paved areas to a natural depression located in the north central part of the property. A <br />berm is proposed to be created to pond water in the depressed area up to an elevation of 880. <br />Water accumulating above this elevation will flow over an emergency spillway and into another <br />natural depression which continues off the property to the south. <br /> <br />It is staff's recommendation to modify the drainage plan. The drainage should be directed to the <br />concrete curb and gutter along the perimeter of the parking lot to improve pedestrians access. <br />The elew. :ion of the structure may need to be raised one foot to accommodate this change. <br /> <br /> <br />
