TO:

Planning Commission Members

FROM:

Cindy Sherman, Community Development Director

DATE:

August 12, 1999

Sketch Plan for the Preserve at Sunfish Lake

Pulte Home Corporation has submitted a sketch plan for the Kurak property located
around Sunfish Lake and Sunwood Drive. The plan is a mixed residential project with a~
variety of townhomes and single-family homes proposed.

Staff originally reviewed a plan that included 364 units on 95 acres for a density of 3.8
units per acre. The developer revised the plan to 335 units and a density of 3.5 units per
acre. The developer held a neighborhood meeting and presented the 335-unit plan.
Based on the plan and unit mix the neighborhood comments ranged from no townhomes
wanted to townhomes of a certain value would be acceptable. Following the
neighborhood meeting the developer revised the plan again. They eliminated all eight-
unit townhome buildings and introduced single family homes on smaller lots. The plan
now includes 294 units for a density of 3.1 units per acre.

This property is designated mixed residential on the draft land use plan. Following are the
performance criteria taken out of the draft comprehensive plan. The staff has reviewed
the plan based on the criteria and comments are included with each criterion.

Mixed Residential Performance Criteria: Projects within the Mixed Residential land
use shall adhere to the following performance criteria:

1. The project is planned as an integral element of the larger neighborhood with
interconnecting streets, pedestrian trails and greenways.
The plan cmmects existing street stubs, links the trail system and proposes
greenway connections along the wetland on the east and the lake on the west.
2. Higher intensity housing is planned as an integrated part of the project and may be
used for buffering or transition to major roads or more intense uses.
