CASE # <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR AN ELECTRICAL <br />SUBSTATION; CASE OF CONNEXUS ENERGY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On August 4, 1999, the City received an application from Cormexus Energy for a conditional use <br />permit to construct and operate an electrical substation in the A.E.C. Energy Park 4th Addition. <br />The purpose of the substation is to facilitate continued electrical service in the <br />industrial/commercial districts of the City. The following items are enclosed for your <br />information: <br /> <br />a) Site location map <br />b) Connexus letter of application and site development plans <br />c) Photo of similar facility in St. Francis <br />d) Proposed findings of fact <br />e) Proposed conditional use permit <br /> <br />Notification: <br /> <br />All property owners within 350 feet of the subject property were notified of the public hearing. <br /> <br />Observations: <br /> <br />The facility will include a 12'x 14'xl 3' control building with walls consisting of decorative block <br />and a metal roof. The facility will be encompassed by a chain link fence. <br /> <br />Access to the site is to be provided by the future extension of 143~ Avenue between Jaspar and <br />County Road #116, which is anticipated to be constructed in 2001. At the present time,~,this 66 <br />foot future roadway is in three separate ownerships. The applicant should review with fl~e City <br />Attorney the issue of whether proper access easements are in place to allow legal access in the <br />interim. The Applicant is proposing to pave and curb their off-street parking area and access <br />from 143rd Avenue. However, they are requesting that the paving and curbing improvements be <br />constructed concurrently with the public improvement project for 143rd Avenue. <br /> <br />The proposed grading plan will create less than 9,000 square feet of graveled and paved surface. <br />The runoff from this surface will flow into shallow swales on the east and west sides of the <br />substation pad and nm overland toward the northwest comer of the site plan. The remaining <br />portion of the substation lot is very flat which should promote good infiltration into the sandy <br />soil. There should be no significant discharge from off the site. <br /> .~; <br /> <br /> <br />
