City'of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

September 28, 1999

Mr. Brad Fritch
8019 146th Avenue NW
Ramsey, MN 55303

Re: Site Plan Review; Monarch Homes

Dear Mr. Fritch:

We are in receipt of a Site Plan dated 09/13/99, Grading Plan dated 09/10/99, and
Topography Plan dated 08/25/99 prepared by HY-LAND Surveying, P.A. Also, we are
in receipt of the exterior building Elevations Plan (not signed or dated). We offer the
following comments:

General: The Plans propose the development of an office building, 1,880 square feet in
size, on Lot 2, Block 4, AlPaca Estates.

Zoning: The site is zoned B-3 Highway Business. Offices are a permitted use in this
district.

Lot Coverage: The site area is 69,745.06 square feet (1.6 acres) and lot coverage is
restricted to 35% or 24,411 square feet. The building is proposed to be 1,880 square feet
in size, which is approximately 2.7% lot coverage.

Utilities: The property is outside the Metropolitan Urban Service Area (MUSA). The
facility will be served by on-site sewer and well.

Setbacks: The plan meets the 35-foot front and rear yard building setbacks from
Riverdale Drive, and the 1 O-foot side yard building setback. Where a non-residential use
is adjacent to a residential use, the non-residential use must provide screening and a
minimum of a 40-foot wide landscaped yard along the boundary of the residential use.
The subject property is adjacent to residential property along the south property line. The
plan meets code requirements by providing the minimum landscaped area free of all
structures, storage, and off-street parking.

Screening: City Code requires screening consisting of plantings and landscaping, or a
combination of plantings, landscaping and fencing. The plan proposes to provide
screening using a chain link fence with privacy slats and to plant 12 coniferous trees in
