Monarch Homes <br />Page 3 of 3 <br />September 28, 1999 <br /> <br />This grading plan purposes to divide the drainage from the impervious area, such that the <br />front parking lot flows to the street, while the building and the side and rear parking lots <br />drain to a detention pond located on the south property line. This detention pond would <br />overflow onto the neighboring residential property, given a sufficiently large storm event. <br />The adjacent property owner to the south has had a history of drainage problems, as the <br />structure is built low on the lot. I would recommend the following modifications: <br /> 1. The rear half of the structure be raised two feet so that the lowest building <br /> elevation would be 874.5, which is 1.67 feet higher than the street, and <br /> 2. The existing berm along the south property line be raised to a minimum <br /> elevation of 873. <br />As an alternative to the above, calculations could be submitted which would demonstrate <br />that a seven-inch snowmelt/perception event could be contained on the property. <br /> <br />Access: The site proposes to have one access from Riverdale Drive. <br /> <br />Sign: A sign permit is required for site signagel The cost of the permit is $100.00. No <br />roof sign is allowed and no wall sign may extend above the top of the wall. The parcel <br />may have 1 free standing sign at 100 square feet and wail signs are limited to 15% of the <br />area of the front wall and 50 % of that allotment may be distributed to other wails of the <br />facility. The building elevations propose a sign or painted lettering on the north wall of <br />the building to identify the business. <br /> <br />Storm Water Management Fee: The City has enacted a Stormwater Management Fee in <br />the amount of Three Thousand Five Hundred Dollars per commercial acre. The amount <br />of Stormwater Management Fee due on Lot 2, Block 4, Alpaca Estates is Five Thousand <br />Six Hundred Dollars ($5,600.00) (1.6 acres x $3500). A cash payment will be required <br />prior to the City issuing a Building Permit. <br /> <br />The Planning Commission will be meeting at 7:00 p.m. on Tuesday, October 5, 1999, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, to review the proposed <br />site plan. A copy of the case cover sheet is enclosed.
